Supporting the Up-scaling efforts of the Child Labor Monitoring System (CLMS) in Bulgaria

Duration: October 2008 - September 2009 (Phase II).

ISS-Bulgaria is the implementing organization.

Objectives:

Up-scaling of IPEC tools and models piloted in Phase I in Sofia and Kurdjali
Advocacy and support for policy development, resource mobilization and developing new forms of education for vulnerable children.
Capacity building - to extend CLMS to three other areas – Targovishte, Shumen, Pazardjik - in addition to the four areas where CLMS was piloted during Phase 1 - Sofia (Krasna Poliana, Vrubniza and Serdika) and Kurdjali, but also to create a Core Team of Trainers on CLMS who will be able to conduct further training sessions on CLMS. The core team of trainers will also include trade union members in order make sure that they are also able to take part in CLMS.
Direct services for children involved in WFCL and children at risk of entering WFCL and their families in Targovishte as well as placed in the three Crisis Centers in Sofia (Dragoman), Pazardjik and Veliko Tarnovo (Balvan.

Direct beneficiaries:

Working children - A total of 37 boys and girls involved in the WFCL, particularly street working children, children working in agriculture and children victims of sexual exploitation: 32 working children (working street children - 12, children working in agriculture – 5, and children victims of sexual exploitation - 15) will be withdrawn from WFCL through: a) non-formal education (tutoring and levelling classes), including SCREAM-based activities, b) psycho-social counselling, c) life-skills sessions (children victims of sexual exploitation), d) health care services. and e) material assistance; 5 working children (victims of sexual exploitation) will be withdrawn through: a) psycho-social counselling b) pre-vocational (education and career guidance) and job counselling, c) 2-3 months Vocational Training courses, d) support for job placement.
Children at risk of entering WFCL - 195 cases of school children at riskof entering street work and work in agriculture will be prevented through: a) non-formal education (tutoring and levelling classes) including SCREAM–based activities; and b) life skills sessions.

Indirect beneficiaries:

17 parents of (previously) working children will have their awareness raised as a result of: 1) information sessions on the consequences of child labour, 2) family counselling; 3) individual consultations on existing social assistance.
300 members of the local communities in Sofia (Dragoman), Veliko Tarnovo (Balvan), Pazardjik and Targovishte - teachers from local schools, parents, officials from the municipalities and NGOs - will have their awareness raised on child labor as a result of the activities implemented by the social workers and teachers.
20 working children/ children at risk of entering WFCL (agriculture, constructions, services) in Stara Zagora, who benefit from services provided by the professionals trained on CLMS from Stara Zagora.
10 working street children in Varna and Russe (5 per location) who benefit from the services provided by the professionals trained on outreach social work from the Centers for Street Children in Varna and Russe.
