«Partnership in supporting children and families from Smolyan region», Operational Program "Human Resources Development", BG051PO001-5.2.06 “Social services for social inclusion”

The project is implemented by International Social Service- Bulgaria Foundation in partnership with the municipalities of Zlatograd and Dospat.

Overall objective: Improving quality of life of children at risk and their families in the territory of Smolyan region through development of social services aimed at prevention of institutionalization and social isolation and for successful social integration.

Specific objectives:

  1. Development of Community Support Centers (CSC) in the municipalities of Zlatograd and Dospat and of Day Care Centre for Disabled Children (DCCDC) in municipality of Dospat in order to prevent institutionalization and social isolation and for successful social integration.
  2. Capacity building of staff of the CSC and DCCDC by acquiring new knowledge, skills and experience to provide social services of high quality and efficiency for children and families.
  3. Sensibilisation of the wide public to the problems of children and families at risk by implementing the information campaign.


Main activities

  1. Project management;
  2. Capacity building of staff of the CSC and DCCDC;
  3. Implementation of information campaign;
  4. Tendering for the selection of companies supplying goods and services and signing contracts for their execution;
  5. Providing services in CSC in Zlatograd and Dospat;
  6. Providing services in DCCDC in Dospat.



Description of the target group

  1. Children 5 to 18 years with disabilities of various types and severity like light and medium mental retardation, sensory disabilities (impaired hearing or vision), with difficulties in speech, movements, in communication and relationships with other people.
  2. Children 3 to 18 at risk of abandonment, of dropping out of school or already dropouts, victims of violence, with behavior problems and their families.
  3. Children and families from the community (trough the preventive services and information campaign)



Expected results

  1. Signed Memorandum of Cooperation between the project’s partners and different stakeholders at regional level;
  2. Selected and trained personnel of the services in the both municipalities;
  3. Functional CSC providing high quality services centered on the child. Within the project services are provided to 50 clients.
  4. Functional Day Care Centre providing high quality services, centered on the child and based on his individual needs. Within the project services are provided to 20 children and their families;
  5. Developed an implemented plan for conducting an information campaign, incl. one event for 40 professionals at regional level, two press conferences, a Final conference at regional level with 50 participants; different information material are printed, providing visibility of the project and the received financial assistance from ESF in accordance of Operational program “Human resources development” and art. 8 of Regulation № 1828/2006 of the EU Commission and its Annex 1, including: an information banner for the project and 6 boards, indicated the received financial support; 4 type of leaflets are printed in total of 8000 pcs.; there are at least 6 publications for the project in regional and local media.
