Services

International Social Service – Bulgaria (ISS-Bulgaria) is a Correspondent within the International Social Service (ISS) network. ISS-Bulgaria deals with inter-country cases regarding children, families and other vulnerable groups of people that live in different countries.

ISS-Bulgaria is trying to find individual solutions by means of cooperation and joint working with the State, the municipalities and the child protection bodies on national, regional and local level as well as with the ISS network including Branches, Affiliated Bureaus and Correspondents in more than 160 states all over the world.

ISS-Bulgaria provides social and legal support and assistance to individuals and legal entities in the following areas:


  • Family relations – marriage, separation and divorce
  • Parental rights and obligations
  • Personal relations and contacts between children and families
  • International child abduction
  • Child at risk
  • Placement outside the family
  • Guardianship
  • Inter-country adoption
  • Documentation
  • Legal Assistance
  • Citizenship / Nationality
  • Prisoner
  • Unaccompanied children and minors
  • Victims of crime

Referral to the ISS-Bulgaria can be made by the State, municipalities, State Agency for Child Protection, Agency for Social Assistance, including the Child Protection Departments, Courts, a child, a parent, a relative of the family as well as other individuals and legal entities that have proper interest.

The referral should be made in writhing and sent:

A case note providing detailed information about the situation of the persons involved and description of the services requested by the ISS – Bulgaria should be attached to the referral.

Documents such as assessments, social or psychological reports, court decisions, civil status certificates and etc., may be also attached to the referral.

ISS – Bulgaria does recommend its clients to send their referrals and enclosed documents also in English in order to facilitate and speed up the casework process.

As ISS – Bulgaria is guided by the principles laid down in the UN Convention on the Rights of the Child, we encourage our clients, if possible, to provide information on the wishes and feelings of the child in view of the actions and services that should be undertaken.
